VIRGINIA BEACH For several hours each day and night, eyes keep watch over the city from above. They search the horizon for pillars of smoke, scan the Atlantic coast for flares and inspect rooftops and streets for signs of trouble. They're poised to turn the spotlight on fugitives, pluck stranded souls from the water or rush crash victims to the nearest hospital.
